Looking For E-marketing Consultant

I am looking for a firm who could help me put together a longer-term (18-24 month) marketing plan for increasing traffic to our website. I am a seasoned ... okay older than the dinasaurs ... marketing professional ... and I know just enough about the topic to make me dangerous. I don't have the time to train myself up on this topic ... HTML tagging, organic searches, SEO software, paid postings ... what works, how can I ramp up from basic, lower-cost tactics to more comprehensive, higher-cost "grand plan" over time. I have found SEO software companies, website development companies, marketing communications companies, PR firms ... but alas ... I can't find anyone who isn't trying to sell me a piece of the solution (SEO software) or a larger solution (integrated marketing). Any ideas or references? For now, I just want to work with a seasoned specialist to develop a good plan.
